The EU Commission has presented the long-awaited draft for the so-called "Quality Amendment", officially known as the 18th amendment to the Plastics Regulation (EU) No. 10/2011 . This amendment sets strict requirements for the purity of raw materials used for plastic materials and articles. The draft also sets out requirements for by-products such as scraps and offcuts that are to be reused and specifies exactly how migration tests on reusable articles are to be assessed.
If the draft is adopted as it currently stands, you as a converter will be faced with extensive new obligations in terms of testing and documentation. Furthermore, it is to be feared that many materials that are commonly used today will no longer be marketable.
The EU Commission has made the draft available online and called for public comments by 15 April 2024.
